Shouldn't the shutoff valve be in a more accessible place instead of buried inside the wall?

As for the whatsit... er, um. There seems to be no access hole so I can't see them clamping around a water line or electrical line. But there are two clips, so it looks like it hangs onto something. Hmmm.
