Bart, in IrfanView, you'll see the Batch Conversion/Rename option under the "File" menu. (Or simply press the "B" key.) From there, you can select the photos you want to resize. You'll also need to select the Use advanced options (for bulk resize) check box. Here's an example of the dialog box that's displayed:
Click the Advanced button next to the check box to open another dialog that will let you set the new size of the photos. From there, it's pretty self-explanatory, but let me know if you have any other questions.
