I think the most likely place to find info on making these blanks is Penturners.org (International Assoc. of Penturners) They have lots of tutorials and making blanks like you show may be there. I've read where they call them "mutt blanks" I think. I know they have info on casting blanks and this are just a variation of that.

Hi Melissa! These are called "Worthless Wood" blanks. The ingredients are:
resin of some sort, PR or Alumilite
Coloring agent, Pearl-ex or Mica powder...others.
