Studs are legal here, and we're glad of it with our changeable coastal weather. Not unusual to get several different conditions between here and Halifax (one hour drive to the Atlantic coast). Of course there's only six cars in Nova Scotia, so road damage is not a concern 
As to tire chains, I have an old set my FIL bought in the 50's that we still use on the 2wd pickup once in a while around the farm. Our boys bought me a set of "Extreme" chains for the tractor for Christmas a couple of years ago (only in Canada )and I think it would climb up the side of the barn if you asked it.
