Not sure about that (they probably did), but the Baltimore & Ohio railroad used horsedrawn construction equipment to build/maintain their rail right-of-way clear up into the mid-1950s. Their maintenance teams always had several horsedrawn machines among the other equipment.

My dad worked on the Katy line through our part of Texas back in the late '30's and early '40's... he used a device called a "Fresno" drawn behind a pair of mules to grade the road bed. He had to supply his own mules.
