Traffic signals are only suggestions, just like speed limits.
My stepson tells me there's a highway down Texas way that has 85 mph as speed limit... you can go 5 or 10 over and THP usually won't stop you (unless you are traveling on highway 59 north out of Houston... Roman Forest will stop you at 1 mph over. )
