I don't actually know much about it and guides on what it actually means in human terms are a bit thin...
The short versions seems to be that you have to assert a bunch of rather vaguely worded compliance & safety points (which I'm sure have tons of specifics.. somewhere..) and you MUST have a local representative in the EU plus a way to do recalls, etc.. I believe if you live there the local rep can be you, but otherwise you'd have to contract with someone somehow.
I know a handful of makers who have entirely stopped selling there proactively which is how i found out about it (a woodturner issued an apology to his EU customers that he wasn't selling there anymore). I believe there may be more clarifications coming but as it sits right now it looks complicated.
It also appears to apply to patterns, designs, and digital content as well.
