Just a WAG, of course, but I think that popping sound followed by the belt sander coming to a dead stop just might be the drive belt.

I think I bought this machine around 2005 or so - before Rikon changed over to painting there stuff blue. Fist issue I've ever had with it. The remains of the belt were dry and brittle. Likely a combination of age and spening its first 11 or 12 years in a desert.

I have a spare link belt in the shop. Don’t really need the belt (the disc is still working) but it’s there if I need it. Good idea - thanks!

Yes. I'm a huge fan of the link belts. Mine came from HF. Work well, can fit almost any need, can be installed where otherwise machine might need disassembly. And, a bonus I like, they run much quieter than standard v belts.
