Black Oil Stone

So I bought a black oil stone at a garage sale. It came in a box marked Norton India, but the stone was 2" short, so I don't think it's the right box.

Stone is quite black, and works really well, but does not give as fine a polish as my 8,000 grit Norton water stone.

Can you tell from looking if it's a black arkansas? And if not, how can I find out? Any ideas for how to get that really nice polish on an oil stone? I've tried the LV green compound, but maybe I'm crazy, but the edges seem sharper before honing on a strop than after. Don't know what I might be doing wrong.
