getting a steering wheel off

Regarding the heat, since the steering wheel was getting replaced I thought it wouldn't matter. I use Wheel Horse garden tractors (old ones), don't really deal with too much plastic except for the steering wheel and the seat.

As others have said... since the steering wheel is a goner then cut it down to the hub. Using a grinder, cutoff tool or saw, cut off the spokes and plastic to get to the metal collar that is stuck. Once you are down to bare metal, carefully cut the collar parallel to the shaft and use a cold chisel to knock it off or up.
